The Division of Workers’ Compensation (DWC) is pleased to announce that Rosa Moran was sworn in today as the DWC administrative director (AD). Governor Edmund G. Brown, Jr. officially appointed Moran to the AD position on July 19. Moran is a former workers’ compensation attorney who gained over 15 years of experience handling workers’ compensation cases before becoming a DWC administrative law judge in the Oakland district office in March of 2005.

“Judge Moran’s involvement in the workers’ compensation community as an attorney and judge provides her with the wealth of knowledge needed in the position of administrative director,” said Department of Industrial Relations Acting Director Christine Baker.

Moran will oversee the DWC’s diverse programs, managing a staff of over 1,000 and a budget of $155 million.

“Workers’ compensation is a symbiotic system with employers and workers at its heart,” said Moran. “I’m honored to begin working with all parties to ensure that system is healthy, balanced and sustainable.”

Moran received her undergraduate degree from University of the Pacific in Stockton and a law degree from the University of San Francisco School of Law, and is involved in their alumni associations. She is an active lecturer at attorney conferences and risk management seminars.  She is also a judge liaison member of the Bay Area Bench and Bar Association and is the author of many seminal decisions in the workers’ compensation arena.
